Proposals shall include furnishing all labor, materials, services, equipment and appliances and performing operations necessary to complete all work as set forth in the Drawings and Specifications. Payment Bonds will be required for all proposal items or combination of proposal items which exceed $25,000.00, and Performance Bonds will be required for all proposal items or combination of proposal items which exceed $100,000.00, each in an amount of not less than one hundred percent (100%) of the Contract Price, as security for the faithful payment and performance of all Contractor's obligations under the Contract Documents. Bonds shall be in a Surety of Contractor's selection duly authorized to do business in the State of Texas, meeting the requirements of the General Conditions, and acceptable to Owner. Time of Completion of the Work is of importance to the Owner and will be considered in the award of the Contract. Anticipated contract award date is March 25, 2019, and Substantial Completion of the Work is required by July 15, 2019. The Contractor shall confirm on the Proposal Form its ability to substantially complete the project within this time frame. No payment will be made on the contract after thirty (30) days prior to the Substantial Completion date until the Certificate of Substantial Completion is issued by Engineer and approved by Owner. No Proposal may be withdrawn for a period of thirty (30) days subsequent to the opening of Proposals without the consent of the Owner. The Owner reserves the right to reject any or all Proposals and to waive any irregularity in the Proposals or the proposal process not involving price, time or changes in the work.
