The New Middletown Village Council will receive sealed bids for Foster Avenue and Robinwood Drive Mill and Fill - Phase 1. This improvement consists of milling the existing asphalt and replacing with proposed asphalt and pavement markings as set forth in the plan and estimates. All work to be contained within public right-of-way. Foster Avenue (Section A) = from Main Street (SR170) to Jeffrey Lane. Robinwood Drive (Section B) = from Woodland Drive/Deeringwood Drive west and south to mid-block. Domestic Steel use requirements as specified in Section 153.001 of the Revised Code apply to this project. Copies of Section 153.001 of the Revised Code can be obtained from any of the offices of the Department of Administrative Services. Each bidder shall be required to complete and file with the bid a Proposal Guaranty and Performance/Payment Bond Form (Section 153.571 of the Ohio Revised Code) with a Surety Company executing the Bond, which is listed on the Treasury Department's most current list (Circular 570 as amended) and authorized to transact business in the State where the project is based. The Village of New Middletown reserves the right to reject any or all bids and waive any informalities in bidding. Bids of Corporations not chartered in Ohio must be accompanied by proper certification that such corporation is authorized to do business in Ohio. The successful bidder will be required to pay at least minimum wage rates pre-determined by the Secretary of Labor for the project work as required. The Schedule of Approved Wage Rates, as pre-determined by the Secretary of Labor is incorporated in the Contract Documents. This Contract is subject to the provisions of Executive Order 11246 of September 24, 1965, as pertains to an Affirmative Action Plan, and Governor Executive Order of January 27, 1972. A bidder/contractor will be deemed committed to the goals of The Village of New Middletown Plan Bid Conditions by submitting a properly signed bid. All bidders must fill in all blanks of the proposal in ink or typewritten. Entire contract book must be submitted intact with the bid. The successful low bidder will be required to comply with all Contract Requirements for Equal Employment Opportunities. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. No bids may be withdrawn after the scheduled closing time for the receipt of bids for at least thirty (30) days.
