As of May 22, 2023 the Request for Qualifications process has been closed. It is expected, that the Request for Proposal process will open by the end of May 2023. Applicants who are approved/pre-qualified through the RFQ process will be invited to bid once the RFP documents become available. There will be multiple bid packages. The Filtration project team has been diligently working to provide filtered Bull Run water to customers by September 2027. We recently submitted our Multnomah County land use application for the proposed water filtration facility, communications tower, and related pipelines. Later this year, the Water Bureau will submit a land use application to Clackamas County, which will include materials for the proposed second access to the facility site. Submitting the land use application is part of a longer, multistep process that includes public comment opportunities. Throughout the land use process, the project team will continue to develop the project design. We plan for construction to start next year. 12% of this overall utilization goal be M/DBE The City of Portland is committed to increasing contracting, sub consulting, subcontracting and employment opportunities for disadvantaged, minority, women, emerging small businesses and service-disabled veteran business enterprise (D/M/W/ESB/SDVBE). Proposers are required to evaluate project requirements in order to maximize use of D/M/W/ESB/SDVBE firms. Proposers shall comply with the City's Community Benefits Agreement for D/M/W/ESB/SDVBE, Equal Benefits, and Equal Employment Opportunity Programs.
