*** As of November 12,2018 project has been awarded with the amount of 2,356,228.28. Estimated value is between $1.7 million and $1.9 million The Project consists of furnishing all labor and materials required for grading, drainage, base, paving, subballast, ballast ties, rail and appurtenances to construct approximately 3,364 track feet of main line siding track and approximately 1,646 track feet of industry spur track adjacent to and within Sofkee Industrial Park. The Project will be awarded in one contract with a contract time of 120 calendar days to complete the work. Liquidated damages in the amount of five hundred dollars ($500.00) shall be assessed for each day the work extends beyond the contract completion date. All Bidders must be registered with Norfolk Southern's Contractor Screening Program, which is administered by e-Verifile. In addition, the successful Bidder must be a participant in Norfolk Southern's Vendor Selection and Management Program, which is administered by BROWZ. Bids will not be considered from an individual, firm or corporation that has failed to perform faithfully any previous contract with Norfolk Southern or has a suit or claim pending with Norfolk Southern. The work will be awarded to a qualified Bidder on the basis of the total sum bid. The Contract Documents include, but may not be limited to, the Instructions to Bidders, the Contract Agreement, the General Conditions, the Drawings, the Specifications and forms of Bid Bond, Performance Bond, and Payment Bond. These and any other Contract Documents may be examined at the office of Carter Engineering Group, LLC, 6310 Peake Road, Suite 200, Macon, GA 31210. Each Bid must be accompanied by a Bid Bond in the amount of the Bid, prepared on the form of Bid Bond that is part of the Contract Documents, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570. The successful Bidder for this Contract shall be required to furnish a Performance Bond and Payment Bond, satisfactory to the Owner, each in the amount of the Contract Price. All necessary permits for this project are expected to be acquired prior to the commencement of construction activities. The Notice of Intent necessary for coverage under the NPDES General Permit will be filed after the Bid Opening with the Contractor listed as Primary Permittee/Responsible Official. All land acquisition is expected to be completed prior to the commencement of construction activities. This project will be partially funded with Federal Funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to Federal Laws and Regulations associated with that program. All Bidders must comply with 41 CFR 60-4, in regard to Affirmative Action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, as applicable to the area of the Project. The Owner reserves the right to reject any or all Bids, to waive informalities and technicalities.
