The work at the existing diversion chamber, bypass channel, and the existing HRT facility includes: installation of a new wall and emergency relief gates. HRT facility construction work includes: removal of existing gate and installation of new underflow regulating gate and actuator; removal of two existing vertical screens and installation of a new horizontal effluent screen; installation of new disinfection system; various plumbing, HVAC, electrical, instrumentation, and controls improvements, and other work The work takes place in Green Township in Hamilton County, Ohio Questions on this project or any part of the Contract Documents and other project documents must be sent via e-mail The deadline for questions is 12:00 PM local time on Friday, April 26, 2019 If a contract is awarded, it will be done so in accordance with the Contract Documents, including the method of award identified in Section H of the Instructions to Bidders in Section 00 21 13. The City reserves the right to reject any or all bids, to waive technicalities, or to advertise for new bids, if the best interests of the City will be promoted thereby The Contractor's Work shall meet Consent Decree Substantial Completion, Construction Substantial Completion and Finally Completion in accordance with the time periods identified in the Contract Documents, including, but not limited to City Contractor Agreement, Section 00 52 No bidder may withdraw its bid within sixty (60) days after the bid opening. As such, as a condition of receiving capitalization grants from U.S. EPA for the WPCLF and the Water Supply Revolving Loan Account (WSRLA), the Ohio EPA negotiates "fair share" Disadvantaged Business Enterprises (DBE) objectives with U.S. EPA. The current negotiated goals for construction related activities are 1.3% of all contracts to MBEs and 1.0% of all contracts to WBEs. Bidders are cautioned to read, understand, and complete the WPCLF forms in their entirety. Failure to do so may render the bid non-responsive. The City shall neither accept nor be liable for any increase in costs, or other expenses, delay, loss, or subsequent ineligibility to contract with the City, incurred by a contractor as a result of the City rejecting any proposed person, firm, partner, principal, affiliate, subcontractor or supplier that is debarred or suspended after the submission of a bid, proposal, or other communication leading to a contract, but before the approval or award of the contract.
