The work consists of the construction of a new three-story City Hall Building and associated site work. The building contains offices, council chambers, conference rooms and support spaces. The work includes pile foundation, painting, electrical, mechanical, plumbing, concrete, masonry, drywall, linoleum, ceramic and porcelain tile, carpet, structural steel, cold-formed metal framing, foundations, roofing, doors and windows, metal stairs, fireproofing, fire protection and sprinkler system, installation of an owner furnished generator, elevators, and other associated work with the construction of a new building. Site demolition will include demolition of pavement and concrete slabs, foundations and underground utilities as needed. Sitework will include utilities, stormwater drainage, stormwater pond, curbs and sidewalks, roads and parking lots, paint striping, site lighting, lawn areas, landscaping and site furnishing. The building shall be founded on a deep foundation system consisting of driven piles. Perimeter concrete grade beams across the deep foundations shall support the exterior wall from finished grade up to the first floor. All bidders are advised that there is a requirement for the preparation and inclusion of a swam-certified small business subcontracting participation plan. Where the contractor intends to utilize subcontractors, at least 50% of the value of the subcontracted work shall be provided by one or more swam- certified small businesses, or the contractor must provide documentation showing, with specificity, the good faith efforts undertaken to meet the 50% swam usage requirement. If the swam- certified small business participation plan does not meet these requirements, the entire bid shall be deemed nonresponsive. To encourage contracting with minority owned vendors, the city council also adopted a 10% minority contracting aspirational goal.
