Redevelopment of 158 acres of land at the former Kapyong Barracks site. Through a partnership agreement, Treaty One Development will direct 108 acres of the site and Canada Lands Corp. will develop the remaining 52 acres. Final Master Plan for the Kapyong Barracks site has been released. Plans consists of a mixed-use village, commercial mixed use, low & mid density residential, sports & recreational facilities, cultural campus & educational facilities. Could have up to 3,000 new residences & 1.2 million sq ft of commercial space, including office, retail and institutional. Phase 1 (Years 1-5): The first phase of development, around the Kenaston and Taylor Avenue intersection, may consist of a sports facility, hotel, convention centre and gas bar. Other recreational amenities may include a running track and two baseball diamonds. Scope of work to be finalized. Lands are located off Kenaston Ave, from Taylor Ave to Grant Ave area. Block A, an 8.8-acre parcel of land on the northeast corner of Kenaston Boulevard and Taylor Avenue will consist of a 5-storey 70,000 sq ft office building; a 4-storey, 40,000 sq ft mixed used commercial building and a 144 unit apartment building as well as a gas station. Phase II (Years 6-10): includes a further 600 residential units and another 400,000 sq. ft of commercial space with an additional $30M in infrastructure. Phase III (Years 11-15) includes another 400 residential units & 350,000 sq. ft more commercial space. There is a further $29M in infrastructure required to support Phase III development. TIMELINE: Full project development will likely take about 10 to 15 years to complete with multiple phases. Lands of the former Kapyong Barracks were officially converted to reserve and repatriated to the Joint Reserve land base of the seven Treaty One First Nations on December 16, 2022. Once the Land Code Act is finalized, civil construction can begin on the first phase, possibly by late 2023. After a successful referendum vote in Sandy Bay Ojibway First Nation on September 14, 2023, in Peguis First Nation on October 4, and now Roseau River Anishinabe First Nation on October 11, Sagkeeng First Nation is the final community that is set to vote on October 24. Once all Treaty One First Nations have opted to ratify the Treaty One Joint Reserve Land Code, Treaty One Nations will be empowered to govern and manage its joint reserve lands under a united, self-governing system. Design will be completed in house by the Treaty One Development Corp. The owner is currently hiring, looking to fill a Construction Manager position internally. The CM will focus on the Naawi-Oodena project. The owner aims to break ground towards the end of October, details are still being worked out. Any updates will be announced publicly once confirmed.
